People
in the profession of Arms retire young. They devote best part of
their life to the defence of the country and then revert to civil
lifer land are known as ex-servicemen. In August 1990 they felt
the need of having a forum to address ever - increasing hardships
being faced by them. Thus PESS came into being in 1991 as a welfare
oriented, non political in character and voluntary in membership
to address ever-mounting problems of the ex-servicemen and to ensure
a respectable place for themselves in our national society. It is
organized at all levels from village to the national level. It has
112 Tehsil units ie chapters. It has a National Council comprising
elected members from all the chapters finally adopting to role of
Supreme Governing Body which formulates policies, plans and programmes.
There is a National Working Committee which meets once a week under
the President of the Society duly elected by the National Council.
PESS owes the genesis of its present organizational set up on the
natural existence of the post retirement location of its members
who lives in a congenial atmosphere of understanding, discipline
and mutual respect which lends fertility and strength to futuristic
idea of community development.
Since
its inception the PESS has been seeing the unabashed plunder of
the nations wealth by the ruling elites ands their families, combined
with gross financial mismanagement and undemocratic style of governance
bringing country to the brink of instability and economic collapse.
It observed that majority of the public office holders of the country
got stuck up in obnoxious corruption scandals, malpractices and
mismanagement during the last twenty years and as a result thereof
they ruined the country and lost the confidence of majority of the
people at large. Thus against this backlash the PESS members during
the National Working Committee and National Council meeting started
showing their concern in the law and order situation, economical
and political conditions of the country with particular reference
to the areas in which they were residing. In the 28th National Council
meetings in March 1999 it was felt that the PESS should not sit
back as silent spectators to the deteriorating overall conditions
in the country. Hence a political think tank was created to keep
the members abreast of the changing conditions in the country. On
12 Sep 1999 it was discussed and approved by the National Council
Meeting that the think tank should operate under the name of Tehreek-e-Tameer-e-Pakistan
and act as a nucleus to create an awakening to work for building
Pakistan on the guide lines given by the Father of the Nation to
the Constituent Assembly on 11 Aug 1947. It was planned to have
the Founding National Convention after a minimum of one thousand
Founding Members had been enrolled. As the Army took over the control
of the country on 12 Oct 1999 issuance of the manifesto was postponed
to a later suitable date, (was subsequently issued in January 2000).
It also decided that in case of an encouraging response political
work, independently of the PESS, would start the name of Tameer-e-Pakistan
Party as a middle-of the-way national political party.
Thanks to Allah that PESS was successful in holding the Founding
National Convention of the Tameer-e-Pakistan Party on 29 October
2000 at Rawalpindi Cantt. It was heavily attended by hundreds of
TPP, founder-members hailing from all walks of life and related
to various trades and professions from all over Pakistan. The number
of Foundering Members on the Convention Day was 1410 out of which
760 physically attended the Convention. Some of the absentee members
had sent their proxy votes. Lt.Gen. FAIZ ALI CHISHTI (Rtd) was unanimously
elected as Founder President of the TPP for a period of three years.
He was also unanimously granted a clear mandate to the effect that
the President would, of his own sweet will nominate a team of office
holders at the Centre as well as the Provincial level to run the
party. However, in keeping with the democratic spirit, the President
announced a National Council of fifty party members to assist him
in the selective nominations.
